Community Action Panel (CAP)

Community Action Panels (CAP) strengthen the relationships between Delek and the communities where we operate. The CAP reinforces our commitment to consult with local communities.

We want civic leaders to be advocates who understand and communicate our commitment to safety to the community outside the fence line. When unplanned events occur, our neighbors should be confident that we are serious about their safety and ours.

Our CAP programs began several years ago. Our initial drafting of the guidelines included input from community leaders. We also studied the Best in Class, Peers, and consulted with several communications consultants including but not limited to Dix and Eaton, Reputational Partners, Ketchum, Cision, and Lovell Communications. These resources and others collectively helped us develop the plan we have today.

Our formal system for identifying local stakeholders or communities of interest starts with the population of a data base that includes representation from Civic leaders, Academia, Civil Service, Religious leaders, and others. We are committed to diversity, equity, and inclusion and as a result have an extensive invitation list to our meetings. A detailed list includes Police Chief and CIO, Fire Chief and CIO, County Judge, Public Works Dept, Sheriff, Highway Patrol / State Police, Dept of Homeland Security, Mayor (City and County) Chamber of Commerce Leadership, US Congress Representative, US Senate Representative, State Representative, State Senator, Special Policing units (Texas Rangers), and many more.

To keep everyone informed we have developed a digital dashboard that is customized for each community, and we conduct annual Dinner/Lunch/ Breakfast meetings where we discuss our business plan to the leaders in person. During this in person event, we have our company leaders available for group discussion and Q & A. We also encourage everyone to have a personal relationship with the local Delek Leadership team. In addition to local leaders, we have corporate leaders accessible to ensure there is a resource available should the local leaders not be able to resolve issues.

The Dashboard contains contact information for local Delek leaders, corporate individuals, departments, and emergency services. We also post general information for the CAP members to keep them informed.

Our available mechanism for collecting, recording, and addressing is operated by Navex Global the ethics and compliance experts. Navex operates an independent website and hotline that provide a confidential reporting, recording, and tracking tool.
